Estonia and Latvia

We are surprised at the difference between Estonia and Latvia and can only presume that is because Estonia is closer to the tourist trade and general trading with nordic countries. Latvia is still among the poorest in the EU while Estonia is the richest and best developed country among the Baltic States.
